Ekurhuleni Rules That Shape a Renovation
- Plans before building work. The City of Ekurhuleni's building plan application form (OM043) states that no building operations may commence before plans have been approved, and its fee table has separate lines for alterations and for minor building work.
- A plumbing certificate at transfer. Section 7(4) of the City of Ekurhuleni Water Services By-law requires a seller to submit an accredited plumber's certificate before transfer, confirming among other things that the water installation has no defects and that the water meter is working.
- Your leak, your bill. Section 57(8) of the same by-law says no consumer is entitled to a rebate for water wasted through faulty fittings or undetected leakage in their own installation.
- Dolomite land. The City of Ekurhuleni's Dolomite Risk Management Policy states that more than 50% of the metro's land area lies on dolomite, including densely built residential areas, and that dolomite land is susceptible to sinkholes mainly through groundwater drawdown and the ingress of water. On dolomite land, leaking pipes and poor stormwater drainage can contribute to sinkhole risk.
- Water restrictions. Section 11(1) of the Water Services By-law lets the City restrict water use by public notice, by purpose or by hours of the day. In a release dated 22 September 2025, the City listed its Level 1 water restrictions: no garden watering between 6:00 and 18:00, no hosepipes or sprinklers for cleaning driveways or sidewalks, and no municipal water for filling swimming pools.
